Can I Talk a Cop Into Not Arresting Me?

No.

You cannot charm a cop into letting you go if he has legal reason to arrest you. You cannot negotiate with the police.

If a police officer has probable cause to arrest he must arrest you.

If they ask you to help them arrest someone else and in return they say they will let you go, do not believe it for one minute. Only a prosecutor can make that deal.
